Contact Key Verification resulting in iMessages being unavailable

The Messages app appeared with a notice stating the following:

Waiting for iCloud

iMessage will not be available until your Apple ID settings finish updating. You may miss messages as a result.

When I select "View Details in Settings," it takes me to the Contact Key Verification setting where everything appears normal.
