iPhone 15 Pro Max Battery will not change while charging unless i turn off and back on

I just bought the 15 por max 4 days ago, it charges extremely slow, I had it on a charger for 10 minutes and the percent did not change. I restarted and it updated 5% higher. I have turned off all charging optimization settings and this has not resolved the issue. I did a test with my 13 plugged in beside the 15 pro max and my pro max charged 3% while the 13 charging 15%. Any ideas? The phone is on ios 17.5
