I can't look at any music on iTunes (Windows)

Have you uninstalled Apple Music, along with Apple Devices assuming you had it as well? Even if you have Apple TV on there, any of the three will induce the current behavior of iTunes you are dealing with.

Click on the drop-down menu on the menu bar and choose Music:

and then select Music from the menu:

I assume then that you have Apple Music turned on. Try looking on the Account menu for Apple Music option. What does that say, can you turn it off from there? (I don't use Apple Music so I'm not familiar with the options.)

You mention that you deleted Apple Music, but perhaps all that you have done is delete the music being offered to you via Apple Music. I think perhaps it would be wiser to end your subscription plan to Apple Music instead, which would ensure that you are not charged for a service that you're no longer using as well as allowing you to go back to your own library.
