New Passcode Prompt When Connecting to Windows?

Currently running iOS 17.5. Normally, when I'd connect my unlocked iPhone to my Windows 11 machine(to transfer photos/videos), it would prompt me to "allow this device to access photos and videos". However, it's now asking me to enter my device passcode after selecting "allow" on the previous prompt. Is this a bug or a new feature?
