The missing information is if you have a valid payment method on file. As long as you have a valid payment method, any purchases should first come from your Apple account balance and if there is not enough in there to cover the purchase, then the remainder will be charged to your card. There are situations where your card could be charged and not your account balance, but until clarification is provided on your payment method, exploring that may be unnecessary.
