A Factory Reset will wipe your iPhone clean, did you restore from a backup?

It appears the Contacts and Notes is using iCloud to sync the data and you were not using iCloud Photos. For any services that are not using iCloud, they will need to be restored from the backup.

Recovering Deleted Photos:

Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way it is :(

B. Check Recently Deleted:

For iOS16 and later, you can check the Recently Deleted option on your iPhone.

C. Check iCloud, Directly:

For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos

D. Restore your iPhone from a Backup:

Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

I lost 80% of files, including family videos of my passed away grandma. How can this happen?

Notes are not stored in iCloud. So, they'd be gone. As for Photos not working, see if they are enabled in your iCloud settings: Turn on iCloud Photos - Apple Support

B. Restore from a Backup:

Did your ever back up your iPhone with these installed? If so, back up you could back up your iPhone, and then restore it from the backup. Note that the iOS backup version must be of the same version as what is installed.

C. Getting Notes from iCloud.

You Can't: Notes are not stored in iCloud.
