How to turn off app refresh on my iPhone 11 Pro

I have an 11pro. I want to turn off app refresh to conserve my battery. In Background app refresh I see the description, the on> and list of apps( all on in green) but there is a haze over the page as though someone dimmed the lights for nap time. I can do or change nothing. Where do I get action access back?

Hello Ohfeelya, Have you checked your Content & Privacy Restrictions ?

In Settings > Screen Time >

First Check Turn Off App & Website Activity setting. Should be ON
Next check under Restrictions Content & Privacy Restrictions. This should be ON
Next while on same screen scroll down to bottom of screen and check Background App Activity is set to Allow.
