I need to submit ipad for repairing and so seeking guidance about best practice regarding account or icloud privecy before start repairing?

Assuming that the iPad is functional, having ensured that you have an iCloud or iTunes backup of your data and settings, you might completely erase the iPad - thus ensuring that none of your personal/sensitive data can be accessed:

When your iPad is returned after repair, you can simply restore your backup to the iPad:

For practical purposes, in lieu of repairing and returning your own iPad, Apple usually exchange the iPad for a renewed/refurbished iPad of the same model and specification. The cost of the exchange is the same as would otherwise be charged for repair.
