Family share invites expired quickly

Hi. Just got a new Ipad Air yesterday and I am trying to set up the family sharing on it and i am getting the notification that the invitation has expired before i can even accept it within seconds. I have seen a previous post about this same issue from 3 years ago;

1. both devices are on wifi, only have one network to try
2. both devices are up to date on software
3. i restarted both.
