Family share invites expired quickly

Hi. Just got a new Ipad Air yesterday and I am trying to set up the family sharing on it and i am getting the notification that the invitation has expired before i can even accept it within seconds. I have seen a previous post about this same issue from 3 years ago;

both devices are on wifi, only have one network to try
both devices are up to date on software
i restarted both.

If you are trying to set up Family Sharing, presumably you are the organizer. Therefore, why would you say “i am getting the notification that the invitation has expired before i can even accept it within seconds.”?

Why are you attempting to accept an invitation you sent? The other family member, using her/his own, unique Apple ID, should receive and respond to the invitation.
