This has been going on for years. I could buy something that’s $20 and get charged by apple an additional $20. I would like to get the refunds for every charge that was unnecessary. And I would like for this to be fixed.

Apple will only refund up to 90 days (after the charge).
If you were being overcharged for something you should have submitted for a refund when it first began.
I'm not sure why you would be charged twice unless you have two Apple IDs and purchased the same thing on both, or something really odd like that.
I would suggest requesting a refund now for what you can: Request a refund for apps or content that you bought from Apple - Apple Support
Then call Apple and figure out why you are being charged twice. There's almost always a valid reason for the charge... so please call so they can assist further: Contact Apple for support and service - Apple Support
