Copy Scene to Workspace Grey Regions

trying to figure out why at times the workspace shows greyed out areas? there are other times if i copy a scene to the workspace it shows the tracks as active and other times greyed out. there is no rhyme or reason whether i copy or insert the scene into the workspace. then if i add another scene, see screen shot, the same occurs? tried saving re-opening but very frustrating and gave up enjoying some jam time.
