how do i unlock my verizon locked phone which clean as black list status, and as per verizon policy the phone will be unlocked after 60 days of activation which completed but the phone is not unlocked.

Did you say the phone is on the Blacklist? Are you the original buyer or did you purchase it from someone else? If you bought a blacklisted phone, you'll likely NEVER get Verizon to unlock it. People blacklist phones when they are lost or stolen. What's the real story with this phone?
Verizon is the only one that can unlock the phone if they choose to do so. This issue will have to be resolved with them and no intervention by Apple will be of any help. There is nothing that you can do on your own to unlock it.
Contact Verizon directly. Only they can unlock it.
