Availability does not depend on Apple. Its down to the music rights holders and distributors to make it available on iTunes or the Apple Music subscription service. I doubt it would be different on Android. Google does not own the music to make it available on its service any more than Apple does. It may have different distribution agreements in place for different media, but the underlying process and function should be the same.

MP3s can be added to the Apple Music app and synced to all your devices, including iPhones, and iPads.
They can also, if you subscribe to the Apple Music service, be matched or uploaded to your iCloud Music library and be available on your other devices that way.
I have had all my off mainstream music taken down by Apple.
Taken down how? From where? Apple won't take down anything, unless you cancelled your subscription to the Apple Music or iTunes Match services.
Can someone provide insight or guidance?

Seems like you don't quite understand how the Apple Music subscription and the Apple Music app work.
