Instagram unable to use notifications

As you can see, there is no option to enable push notifications. The app won't give me a prompt asking for access and in the notification style section of my iphone settings Instagram is not even there.

I've tried going into the instagram app > settings > device permissions > push notifications and the button literally doesn't work.

I've tried unloading the app, deleting the app, restarting my iphone, resetting all settings, resetting privacy and location settings, literally EVERYTHING you could imagine.

It's as if my iphone thinks Instagram doesn't support push notifications.

Anyone got any ideas?
