Earlier today, I decided to renew my subscription to YouTube Premium, but continuously declined payment despite an active credit card. However, one of the declined payments still took money out of my bank account, and I’ve not a clue how to get it back.

Youtube has 2 ways to renew a subscription. It is either done on their website, or they charge more to do an in-app purchase. Which method did you choose?
Apple does not approve/decline charges, that is only done by the payment method that you used. Was this a Debit card that is linked to your bank account?
Apple doesn’t take money for YouTube subscriptions, that would be Google.
YouTube is owned by Google.
