Problem with add card to Apple Pay - Limit cards, need to delete cards from another device

Hello. I ran into a problem when switching from my iPhone 13 pro to iPhone 15 pro max. I can't add credit cards that were previously in my wallet. The system issues a message: Card limit on the device. This card can only be added after it has been removed from another device that uses it. However, I don't have cards on other devices. When trying to add cards again on an old phone (iPhone 13 pro), the card is added to Apple Pay without any problems. On the new iPhone 15 pro max, I can't add a card because I keep getting notifications about the card limit and the need to remove the cards on other devices. After removing the cards from the wallet on the old and new phone, the cards are still not added to the new phone (iPhone

15 pro max). Contacting the bank also did not help. The bank replied that it had no problems with my cards. Please help to solve the problem with adding cards to my Apple Pay. Maybe there are other options to remove all cards from my apple pay and that will help to reactivate them on my new iphone 15 pro max.

The process of adding a card to Apple Pay is called provisioning. The last step before the card can be added is a token is assigned to the card with a unique identifier. The token has what is called a DPAN (Device Primary Account Number). It’s is unique to your specific iPhone.


Two entities are involved in the provisioning process, the bank that issued the card and the TSP (Token Service Provider) very few banks do their own TSP and most rely on the Payment Network Operator to provide the service. Some banks use a third party provider. Banks limit the number of tokens that can be assigned a card account. The limit is established and regulated by the bank to help prevent fraud. This number is not known to Apple. I’ve heard some banks set the limit as low as five tokens. Apple cannot remove or add tokens, that’s controlled by the bank and/or TSP.


Your card has reached its limit in tokens from what you’re describing. Apple plays virtually no role except providing your card details to the bank and information about the device. This is all done in an encrypted format and Apple does not have the key to decrypt the data. This is a safety and security precaution.


The bank or TSP needs to remove tokens assigned to the card that aren’t being used.

Yes, the new iPhone 15 pro max (to which the transition from 13 pro was made), as well as the previous iPhone 13 pro, are updated to the latest version of the system. At the same time, on the old iPhone 13, bank cards are added to the wallet without any problems. And only on the new 15 pro max there are problems, it issues a notification about the limit of cards and the need to delete them on other devices (even when all cards are removed from the wallet on both phones (13 pro and 15 pro max), including in "previous cards" section. That is, the problem is not on the side of the Visa or Master Card banking system. If there was a problem with the bank card, I would not be able to add it to the old phone (iPhone 13 pro).


Can Apple Support check which devices with my Apple ID are using my Apple Pay cards? Can support help remove ALL bank cards from my Apple Pay? (perhaps this will help solve the problem with system notifications about the limit of cards and the need to delete them from other devices) ?
