Could Not Set Up Apple Pay

After updating to MacOS Sonoma Version 14.5 (23F79) on my Mac mini M1, I received the following message:

Could Not Set Up Apple Pay

Apple Pay has been disabled because the security settings of this Mac were modified.


I've tried, "Go to Software Update/Advanced and uncheck the recheck "Install system data files and security updates." Without any success.


I also tried, Create a 2nd user. Use the same icloud account. Log into that user, and go to system settings/wallet. Try to add, and you'll get something saying that another user on this mac is using apple pay, do you want to delete the cards. Say no. Log back into the first user. Go back to the system settings/wallet and try to add again. When you get the "do you want to delete", say yes. Then add the cards." Again, without success.

You are going to want to make sure your Mac is set to Full Security using the Startup Security Utility. Follow this support article and make the changes if necessary.

Change security settings on the startup disk of a Mac with Apple silicon - Apple Support


If you find that your security is not already set to Full Security, not that some Seagate and LaCie software requires you to reduce your security in order to use their Kernel Extensions. There are other apps that may also require you to change this setting.
