Uploading photos in iCloud Drive

That's option #3, I think. I haven't used Windows in several years, and I'm not sure how easily iCloud Drive works there. But, be sure you use iCloud Drive, not iCloud Photos

iCloud Drive is separate from iCloud Photos. So, storing folders of pictures in iCloud Drive doesn't change what you see in iPhone Photos or in iPad Photos. (iPhone & iPad behave the same way.) iPhone has a "Files" app to access iCloud Drive, so those pictures will be available to download to the iPhone, and only downloaded files take up space.

Photos will continue the same way-- new pictures will go from the iPhone to iCloud Photos, and then they'll be copied to iPad Photos. Photos on all devices will remain in sync. You can delete pictures on iPhone Photos, then they'll also be deleted in iCloud Photos and in iPad Photos, but nothing will not be changed in iCloud Drive.

iCloud Drive is a separate thing from iCloud Photos.

iCloud Photos is a synchronization service. Connection to iCloud Photos ensures that the Photos Library on your iPhone is always exactly the same as the iCloud Photos Library. That is:

As long as your iPhone Photos is connected to iCloud, then when you add pictures to iCloud Photos, they will always show on your iPhone, and vice-versa.

Pictures will take up storage space in both places. If this is a problem, then you have a few choices:

1. 1. Disconnect the iPhone from iCloud in Settings>Photos. Now, no new pictures you take will go to iCloud, and no pictures in iCloud will go to your iPhone. This is simplest, if this is what you want.
   2. Keep iCloud turned on, but choose "Optimize Storage" on your iPhone in Settings>Photos. Then, only smaller images will be stored on your phone, taking up much less space. Pictures from your iPhone will be transferred to iCloud where the full sized images will be kept and available when you need them to edit or print, for instance, on your phone. Again, iCloud Photos and iPhone Photos will have all the same pictures-- they just take up less room on the phone.
   3. You don't say what computer you have, or where you have your pictures. But if you have a Mac, and the pictures are in folders on the desktop or on an external drive, then you can transfer those pictures to iCloud Drive, which is distinct from iCloud Photos. On a Mac, you can drag the folders over to iCloud Drive shown on the sidebar, and all the pictures will be loaded there (NOT in the iCloud Photos app), similar to using Dropbox or One Drive, etc. You'll be able to see them on the iCloud Drive at iCloud.com and in the Files>iCloud section on your phone, but, while they will take a bit of time to download on your phone, they will not take up space. The folders will disappear on the Mac, but they may continue to use storage there while it's available so that you can see the pictures quickly. Some of this (probably) applies to non-Mac computers.

If you have a Mac with iCloud turn on in the Photos app, then using iCloud Photos also syncs automatically with Photos on the Mac.
