You would need to contact McDonald's. They choose which iOS versions they want their app to support, Apple has no part in this.

Their current version app for the US is said to require iOS 15.0 or later.

Other regional markets may have a different app from a potentially different/​local developer with potentially other requirements.

Just looked it up on the iPhone App store. That app requires iOS 15 or later, which you seem to have. Neither Apple nor the end users here will know why it is not working,
