not available in store aor not send me ios link for the developer team as per request

There does not appear to be a version of the Chalakdal App for iOS. You would need to contact the Indian Railway entity to request they make a version for iOS.

Developers choose where they want to make their app available. They can even remove their app from the App Store at any time. The developer is not required to send you a link to their app.
There is nothing Apple can do about that. They don't have any control over the app or its support. Users can use the reportaproblem website to file a complaint about an app, but the only resolution from Apple would be to remove the App from the store and that does not appear to be what you are looking for.
