Syncing contacts between iphone, mac and ipad

Has anyone encountered an issue in which whenever they make a new contact on their iphone it does not sync across their mac/ipad. I have already been into my settings and made sure contacts is selected in icloud on all devices and it makes no difference, they still do not appear on my mac/ipad.
