Recovering 10+ Years of iCloud

Back in August I thought my iPhone 14 had been stolen. While at a hotel I logged in to a desktop computer and ultimately erased the phone. Of course I found the phone in my rental car. I attempted to sign into Apple ID. And it would not work. I chose forgot password. my recovery key was the only option to log me in. Of course I had my recovery key stored in my iPhone photos not written down anywhere else. I found an old recovery key and it does not work. My other devices that were signed into this ID no longer work, including my Apple TV and my HP laptop. I'm not able to log into this account to date. I also paid for theft and loss on the iPhone and that's proven useless. I will pay any of you Apple gurus/tech junkies to assist me in getting access back to my iCloud account which includes thousands and thousands of photos from my travels in the world. Thank you.
