Icloud relink in a recovery phone
My phone was lost and found. They removed my icloud in it. I need to relink my icloud and bypass hello screen.

The hello screen indicates that the phone has been reset to it’s original “out of the box” condition. (i.e. all of your data has been totally erased)
So, you need to restore the phone from a backup. (unless you were backing up your phone to a computer, follow the instructions for “iCloud Backup”)
