icloud photos has significantly more photos than on phone

I recently used the "Apple Devices" app to transfer some photos from my windows laptop to my iphone. In order to do so, I had to disable icloud sync. After getting the photos, I turned icloud sync back on, but a large number of my photos are now missing from my iphone, only existing in icloud. On icloud, I have 11,489 items, but on my phone I only have 3,496. I noticed as my favorites folder on my iphone decreased from 130 to 80 items, but on the icloud site I still have 130 items in favorites. Is there a way to sync or download all my images from icloud onto my iphone again?

Photos sync'd from a computer cannot survive iCloud Photos being turned back on. (it usually warns you)

You should have turned on icloud Photos in the computer and let it take its course. Maybe you did.

Any photos in iCloud will however sync to the phone in a day or two especially if you have the phone on charge and on wifi overnight.
