Hello i bought iPhone 8 almost 6 years ago, I am in Japan now and I want to buy iPhone 15 but I don’t want to pay 1000 euro for tax ( turkey government) I hear , we have some solutions.
if I can change my old phone with new one , i continue to use old İmei and I don’t need to pay almost 1000 euro tax for my government. Is it possible or no ? Thank you very much
An IMEI is a unique identifier for a phone. I've never heard of being able to take an IMEI for one phone and give it to another.
In addition, I suspect the Turkish Government might take a very dim view of your plan for "saving" 1000 euros in tax by assigning the IMEI for an old phone to a new phone. I am not a lawyer, but I suspect that if you buy a new phone in Japan to take home to Turkey, Turkey will want their customs and/or value-added tax no matter what ID that new phone has. It makes more sense to assume that the tax is on the phone, than that it is on the IMEI.

Are you just visiting? Or are you living in a different location then you were when you purchased this? If a citizen of a new country, note that purchases are only usable in the country/region they were purchased in. So, you'd have to purchase your iTune Store purchases and all all over again. So, just let things be, if just visiting. If you are a new citizen. you'd have to zero out your balance, or contact Apple Support, asking them to do so on their side of the phone call. Apple won't give you much credit. Being 8 years old, take this as a good reason to upgrade to a new iPhone model.
