Does Apple refund YouTube Super Chats, Super Stickers, Etc?

I know that Google calls Super Chats, Super Stickers, Donation, etc sent to YouTube creators "non-refundable" if you're on Windows or Android. But if you're on iOS, Googles rule doesn't apply because of Apple authentication before buying an in app item such as a Super Chat and you have to go through Apple for a refund.

Does Apple actually refund users for Super Chats, Super Stickers, etc or do they only refund them if its unauthorized purchases?

Ex: Say a member sends a $100 Super Chat to a show but did it just for clout...can he later go on and request a refund for that $100 Super Chat and get the refund?

All I have is an old iPod that tucked away in a storage box somewhere so I cant test it out myself. I'm on Android and Windows.
