The battery has problems. Make an appointment at the Apple Store or take the phone to an authorized Apple service shop to have the battery checked and tested.
Apple discontinued the iPhone 12 in September 2023, so it is unlikely that you bought a "new" phone. Are you sure that you have not purchased a refurbished phone?
Even if the phone was "new", it has been sitting in a warehouse somewhere for 6-7 months. Not good for the battery.

About the Battery Health:
You're Fine. In fact, your iPhone is above standards. The Battery Health typically drops 1-3% right out-of-the-box. Unfortunately, there is no way to know why the Battery Health has dropped. Apple recommends that you get a new battery, when the Battery Health drops below 80%

Things can be faulty. I’m nothing of a battery technician. It’s based on personal experience. Don’t like my methods of troubleshooting then provide your own. And I’ll leave it at that.

No it doesn't. The battery declines on average about 1% every 25 charge cycles. If the battery has declined 3%, that would indicate about 75 charge cycles over a 2 week period. How could so many charge cycles occur in such a short period of time?
Most users average about 25 charge cycles over a month.
