"Some error occurred, retry later" while resetting Apple ID password

a friend has forgot his apple ID password. when we follow the given process of resetting password, after inserting user telephone it gives message 'some error occured, retry later'. Multiple attempts have resulted with same error

Apple ID recovery I would like to check any idea to reset my apple ID password? I hit this issue fail reset almost 3 month already 1. I have go thru the apple recovery process but end up it fail also. System keep prompt delay on the reset my apple ID password 2. I have using this apple ID as all 30 stores outlet apple device like ipad and apple TV Please advise.

If you cannot reset the password at iforgot.apple.com please Contact - Official Apple Support for further support on the issue
