How do I remove activation lock from an iPad 12.9 4th gen?

More than 1 year ago I found an iPad 12.9 4th gen at a bus station in Italy. According to the law, I brought it to the local "lost&found" office in order to get it returned to the legal owner. There, local police and employees searched for the owner with no luck. They published the found on the lost&found website and analog bulletin board, but nobody showed up.
According to the Italian law, after one year and two weeks they called me to get the iPad as it was now legally mine.
It was locked (by pin) and I tried to unlock it. With a MacBook I restored it to factory, updated to the latest firmware but now it is locked with the original owner's activation lock and obviously I don't have the email address of the owner to contact him or her.
I'd like to use the iPad or give it back to the previous owner, but apple can't help me with neither of this possibilities. Any idea?
