You cannot buy more local device storage for your iPhone. Whatever storage is built into the chips inside of your iPhone is what that iPhone will have for life.

You can buy (rent) iCloud storage on Apple's servers, for making backups, and synchronizing data. In most cases, data that you synchronize will take up space BOTH in local device storage AND in iCloud. The iCloud copy is there to help your devices synchronize with each other, and even though Apple doesn't advertise it as such, can also act as a form of backup, to let you get some of your data back if something happens to your device.

There is an "Optimize iPhone Storage" setting for iCloud Photos that may be of use if you have plenty of space in iCloud to store photos and videos, but your phone is getting filled up with them. It lets the phone automatically substitute low-quality local copies for full-size local copies, on an as-needed-basis, to free up local storage. The idea is that you can download the full-size copies again later, as you need them.
