Emoji Request

Apple does not come up with the Emojis. They are managed by a third party Unicode Consortium and Apple like other manufactures just supports the latest standards that have been approved. It works this way because if each manufacturer created their own emojis, then none of the would be the same across different devices.

You can learn about submitting emoji requests as will as find out if there was already a request submitted. There is a lot of information here to review:

They're no longer accepting requests for new flag ones; these can only be added if they're for an entity with an ISO-3166 code, and due to limited unit capacity, very few subnational ones actually have been put in.
