Sorry that I'm not familiar with Instagram, and whether or not your request is possible.
The person who provides the link would be the one who has already chosen it's destination address (Internet (URL) or local in-app destination), or would be the one who could change that address to suit your request, if Instagram agreed.
ie: It would depend upon the destination address that a particular link is based upon, whether it opens in-app, or on the Internet using a browser. If the link's destination is a web-page outside Instagram, then a browser will take one to that address. Links that Instagram itself makes, would often take one around inside Instagram to different destinations, if the addresses used were local ones, eg: for navigation.
Else: Maybe someone more familiar with Instagram and it's ways, may know different, and provide another answer, now that your discussion is under-way.
