I do not want AI on my phone can I opt out, I understand it is part of an upcoming update. I want security updates but I am not interested in feature updates.

iPhone 13 is incapable of Apple Intelligence, though is already running ML for various features including embedded text recognition, and lifting the foreground subject from photos, among other features.

On iPhone 15 Pro, iPhone 15 Pro Max, and later, models which do support Apple Intelligence, it can be disabled.

It's NOT on your phone. It hasn't been released publicly. And when it is, you have to opt in to Apple Intelligence, IF you even own an iPhone which is eligible to get Apple Intelligence (iPhone 15 Pro/15 Pro Max and all iPhone 16 models). So don't opt in to it. There, problem solved.

Not sure if you just don't know the truth or if you are spending too much time on TikTok and Facebook. Yes, it can be disabled, but feel free to do as you wish. You can either get factual information from Apple directly below, or stick with the source of the false information you have chosen to believe. Hope this helps.

To turn Apple Intelligence off, go to Settings , tap Apple Intelligence & Siri, then tap the button next to Apple Intelligence.
