For some reason it’s blurred out and we don’t have any other apple devices.please help!!

The Organizer must have used an Apple device to set up Family Sharing and the feature is on by default for children under 13, so they must also use an Apple device to shut it off.
Ask to Buy is an Apple feature for Family Sharing. If you're the child on the family plan and want to disable Ask to Buy on your iPhone, unfortunately you can't directly turn it off yourself. Ask to Buy is controlled by the family organizer (usually a parent or guardian).
Samsung devices use the Google Play Store for app and content purchases, and it has a different parental control system.
The family organizer will have to use an Apple device to disable ask to buy for your account.
