Hi Carolgranny
welcome to the Apple (user-to-user) Community!
Re: "ipad says its not avaiable : I went into accessibility and voiceover and turned it on and a voice keeped talking and couldnt get in with password"
Apple Support's article: Operate iPad when VoiceOver is on - Apple Support
says: When VoiceOver is on, you need to use special gestures to unlock iPad, go to the Home Screen, open Control Center, switch apps, and more.
Unlock iPad
If prompted, enter your passcode. To avoid having your passcode spoken as you enter it, enter your passcode silently using handwriting mode or type onscreen braille.

Other ways if needed:
If you use Accessibility shortcut: Triple-click one of the following:
to turn VoiceOver off
or
try asking Siri to turn VoiceOver off.
