Undisabling my iTunes and App Store account

I am unable to get any subscriptions renewed there is no button to let me get me account not disabled and I need more storage and in order to buy that I need my card on it

iPhone 13 Pro, iOS 16

How do I unsuspended my Apple and iTunes account? I have removed all of my payment information for any of my purchases and or subscriptions that I have for Apple purchases. I am not sure if I still owe an apple purchase or not. The card I had on file has also been disabled and no longer use.
