How do I unsuspended my Apple and iTunes account?

I have removed all of my payment information for any of my purchases and or subscriptions that I have for Apple purchases. I am not sure if I still owe an apple purchase or not. The card I had on file has also been disabled and no longer use. I just want to be able to use my App Store for free purchases and free games for the slotomania game that I continue to play Please help me unsuspended my account so I can get back into my iTunes App Store
