Adding More than 5 to family sharing

I am an Apple customer and iphone user . My wife and 4 children also have iphones. I am the organizer, my wife as the parent and four children under 18 with devices connected to family share. I have a 5th child(13) that is switching from android to iPhone. I would like to add him to my family sharing so that I can access parental controls. however, I am unable to add him due to the member limit. I would like to ask if there is an option for me to add him with my current family share set up? I had a few ideas but needed some help in deciding how to proceed .

Idea 1. If I remove my wife from my family share account to free up a space to add the 5th child. Will she still be able to access parental control as a parent?

Idea 2. Could my wife add him to our family sharing from her account/ phone?

Idea 3. Apple can develop family share to include more than 5 members. (software update.)
