If you don't have apple care+ and take the phone to an Apple Store, they will quote you $719 Canadian dollars. This price is without tax. If you want to ship it to Apple, then there will be another fee for shipping.

Yes, but if you do go on Apple's Canadian website (just search "iPhone Canada service pricing"), then you will see that the price is $719 CAD with other fees, not $732 CAD.
We don't get Canadian pricing on the U.S. website that you are on.
