You'll need to freee up space on your device in order for iCloud sync to work properly. You may wish to offload data. Then, you can also elect to optimize photos so that originals are synced to iCloud and optimized versions kept on your device to save space.

Troubleshooting iPhone Storage:

Caches may have intensely uploaded. So, clear them.
