Apple Care + Theft and Loss available in Europe?

Yesterday I got a new phone after having mine stolen in London, UK (drive-by scooter theft - be careful people!). Thankfully it was insured through our credit card. But - when I went to replace it, I did it through our phone service provider, who offered their own loss and theft insurance. I declined it because I saw Apple had theft and loss coverage for less than the service provider. Now, as I try and add Apple + loss and theft coverage, the loss and theft part seems to be missing. Is it not offered in Europe? I am in the Netherlands.
