When I forgot my passcode, the iPhone offered to reset the phone to factory settings. After the reset, I lost the photos because I did not create a backup, is it possible to restore them somehow?

Nope. If you didn't back up the phone before something went wrong, your data is gone. Your ONLY hope is you may have synced photos with iCloud. This presumes you set the phone up again, with the same Apple ID as you had on it before you reset it. If you did, open Settings and tap your name at the top. Tap iCloud and if you synced photos with iCloud and turn the switch on there, your photos will be restored to the phone. If you didn't sync photos with iCloud, there is no chance you can ever recover them.

You can log into it using your Apple ID and password from just about any system with a modern Web browser. If you were using iCloud Photos, then whatever photos made it to iCloud will be there. (If you were using iCloud Photos on other devices, but not on your phone, then only photos from those other devices will be there.)
