Visa Gift Cards that work with Apple Pay

I tried to add a Visa Gift Card to Apple Pay. I got a message that the card provider did not allow that or some sort of functionality message. Has anyone run into this problem in the past or know how to get a gift card to work with Apple Pay?

The bank that issues the Visa gift card, determines acceptance policy at merchants and if the card is allowed to be added to Apple Wallet for use with Apple Pay. Generally, the name of the bank and their phone number to contact their support team is printed on the back of the card.
