Sharing iCloud storage

I am the administrator for my family (2people). The other member purchased iCloud storage and I would like to have it shared with me. Apple will not let it be shared. The message is: your Apple ID is being used by another family. You will not have access to their account for shared purchases or Apple Music until it is removed. How do I do this?

Sounds like the other person left your Family sharing group and created their own.

You cannot be part of 2 family groups at the same time.

Either you disband your own family group and join theirs, or they have to join yours.

Do note, that when joining their family group, if purchase sharing is turned on, they will be charged for any and all purchases you make.
