The area copied is from a recipe and the list of ingredients and the instructions are both embedded with a gray background and double spaced. I want to make the list items single spaced.

On my M4 iPad Pro (iPadOS 17.5.1), I visited that food site where I picked a random recipe and copied it. I then pasted it into a blank template in Pages v14 for iPadOS. It looks just like what you described.

Select and copy the text on the webpage, then click where you want it to go in your Pages document. On the menu bar, select Edit/Paste and Match Style. It will insert it as regular text in whatever font you have at that point, and you can add spaces, change formatting, and all that stuff. Hard to say how the bullets will turn out, but you can adjust them.
Take a screenshot of the web page content that you are attempting to deposit in Pages, and post it here by dragging and dropping it in a reply window.
I do this often, and it works with TextEdit, Safari (for pasting things into emails) and Word, as well.
My mistake, Viking OSX. Selecting the text on the website and pasting it also works. After that it's the same: select the text in Pages to edit, and choose Body from Paragraph Styles.
