My phone has a really weird bug/issue where it completely freezes when I use the twitter app. I’m wondering if it’s possible that this bug can transfer over to a new phone if i get one

It's going to depend on the cause of the issue. If it's just an issue with one app, delete the app before you transfer any data. Then, download the app fresh on the new phone.
If the issue is caused by something else in your data, yes, it could be transferred. That becomes a little more complicated. In that case, I wouldn't transfer anything from the old phone. I'd sync things like mail, contacts, and photos and re-download the apps.
Just to be clear. There is no more Twitter app. Do you actually mean the "X" app?
If the issues is with that app you can delete it before transferring your info to a new iPhone then download the X app again
