Cookies and caches are generally a good thing and help speed up loading web pages, clearing them is a 1990's "think" and is simply unnecessary. However if you do a Safe Mode restart this clears any corrupt caches.

Why is it that you think this process is necessary??

While it's generally true that cookes & caches can help speed up loading web pages, unless you are still running on a 56kb modem, their impact on web page loading speed is minimal. They can also interfere with proper website operation; and they lend themselves to tracking & other privacy risks.

I advise my clients to always clear cookies & cache when exiting their browser. It then provides a clean slate for further use & helps block many undesirable trackers & ad services from continuing to do what they do from session to session.
