Inviting Android users from IPhone

When I create an event on my iPhone 12, IOS 17.5.1 calendar and add a non-iPhone user invitee email, initially no invitation email is received by that user. When I then choose the invitee and click on the mail icon, they only receive an informative email containing text about the event but there is no .ICS file attachment, such as I’d expect (and do) receive when creating events from other email apps like Outlook.

Is it possible to have the iPhone calendar app send an ICS file attachment to an invitation to a non-iPhone user invitee? If so, how?
