Scrolling on my Ipad and full screen

Since the last update, i couldnt scroll up or down online or on any app i open. I also have a hard time getting full screen

when i scroll down , the window moves and closes down.

iPad is slow to repond When viewing articles on my apple iPad the scrolling is slow to move. It locks up at times and when closing icons it is slow to respond.
